Can Someone Clear The Dust?

I don't really understand what was going on here. Some people tied handkerchief through their nose running towards some confusing direction. One man was busy taking some video and the other man was taking pictures. Some fine dudes up there was casually walking but down here, there was tension.
The issue now is that I don't know whether this cop is dancing or is he trying to charge kunfu or is he trying to tie his own handkerchief? Can someone clear the dust?
